歙县，每一座山都镌刻着脱贫的足迹，每一条河都流淌着减贫的汗水，每一寸土地都记录着人民如花的笑靥。大家好，我是安徽省歙县人民政府县长吴旭光，很高兴同大家分享歙县脱贫攻坚的经验。
歙县的脱贫攻坚要从2014年说起，那时的歙县，生产资料严重匮乏，发展支撑先天不足，是典型的“一方水土养不了一方人”。2015年，当脱贫攻坚战 冲锋号全面吹响的那一刻起，在党中央领导下，歙县这一座千年古县，终于化茧成蝶。2019年底，歙县的贫困发生率从原来的9.6%降到0.02‰，2020年，我们将实现100%的稳定脱贫。
【歙县的脱贫攻坚，攻的是绿色产业】
歙县是“中国名茶之乡”、“中国枇杷之乡”、“安徽特色果品之乡”。我们立足生态资源优势，大力发展精致农业，科学打造高山绿茶、黄山贡菊、特色果品等“五大产业扶贫功能区”，让本地的优质生态农产品销往全国，走向世界，成为歙县人致富的生态“红利”。我们积极推广“五个一产业模式”，不断夯实生态发展基础，真正实现“村有当家产业、户有致富门路、人有一技之长”。
【歙县的脱贫攻坚，攻的是山水融合】
歙县是有名的山城水城桥城，这里森林覆盖率达82%以上，空气质量常年保持优良。我们依托绝佳的山水优势，全力打造“品位歙县·自在乡村”旅游品牌。山水画廊小镇深渡镇、徽派盆景专业村卖花渔村、云海奇景坡山村等100多个特色村星罗棋布；培育了茶旅、农旅、自驾、摄影等20多条优质旅游线路。如今，一江清水成为绿色发展的“源头活水”，“两岸青山”成为歙县人民的“幸福靠山”。
【歙县的脱贫攻坚，攻的是改善民生】
人民群众对美好生活的向往，就是我们的奋斗目标。歙县以“双基”建设为抓手，全面实现村村通公路、通水电、通宽带，村村有卫生室、有标准化学校；通过易地扶贫搬迁，将2000余人成功搬出深山；通过美丽乡村建设、文化惠民工程等，极大丰富群众的精神文化生活。如今的歙县，乡村基础设施大为改善，群众的幸福指数节节攀升。
【歙县的脱贫攻坚，攻的是团结协作】
歙县素有“东南邹鲁”之美誉，是徽商的发源地，一直以来都保持着“众人帮衬干大事”的优良传统。我们充分调动社会各界对贫困村、贫困户开展点对点、面对面的精准帮扶。如在外打拼的企业老板吕佛才心系家乡，毅然回村挑起脱贫攻坚重担，把一个贫瘠落后的深山沟变成了远近闻名的美丽乡村。菊花种植能手吴万春为贫困户无偿提供技术帮扶，带动周边贫困户年增收5000元以上。如今，越来越多的社会力量正在通过各种方式参与扶贫、推动脱贫，助力歙县人民全面奔小康。

Shexian County,every mountain is engraved with footprints of poverty alleviation,every river is running the sweat of poverty reduction,every inch of land records the people's smile.Hello everyone,I am Wu Xuguang, head of Shexian people's Government of Anhui Province,I am very glad to share with you the experience of poverty alleviation in Shexian County.
The poverty alleviation of Shexian County should start from 2014,Shexian County at that time,seriously lack of means of production,development support is inherently deficient,It's a typical ‘one side of soil and water can't support another side of people’.In 2015,from the moment when the bugle of the fight against poverty blows in full swing,under the leadership of the CPC Central Committee,Shexian County ,a millennium old county,finally turn cocoon into butterflies.At the end of 2019,The incidence of poverty in Shexian County dropped from 9.6% to 0.02 ‰,in 2020,we will achieve 100% stable poverty alleviation.

Shexian County is the ‘hometown of famous tea in China’,‘hometown of loquat in China’，‘the hometown of Anhui characteristic fruit’.We are based on the advantages of ecological resources,vigorously develop fine agriculture,scientifically create ‘five major industries poverty alleviation functional areas’ such as alpine green tea, Huangshan Gongju and characteristic fruits,let the local high-quality ecological agricultural products be sold to the whole country,go to the world arena,become the ecological ‘dividend’ for Shexian people to become rich.We actively promote the "five one industry model",constantly consolidate the foundation of ecological development,truly realize ‘the village has the leading industry, the household has the way to become rich, and the person has a skill’.
【Poverty alleviation in Shexian County is based on tourism】
Shexian County is a famous mountain city, water city and bridge city,the forest coverage is over 82%,air quality is maintained excellent all year round.We rely on excellent landscape advantages,make every effort to build a tourism brand of ‘taste of Shexian · free countryside’.Shanshui Gallery town and Shendu town,Huipai bonsai professional village and flower fishing village,Yunhai qijingposhan Village and more than 100 characteristic villages all around here; we have created more than 20 high-quality tourism routes, such as tea tourism, agricultural tourism, self driving, photography and so on.Now,the clear water of the river becomes the source of green development,‘green hills on both sides of the Straits’ has become the ‘happy backers’ of Shexian people。
【Poverty alleviation in Shexian Countyis based on improving people's livelihood】
People's yearning for a better life,is our goal.Shexian County takes ‘double base’ construction as the starting point,all villages are connected with roads, hydropower and broadband,there are clinics and standardized school in every village;By Relocation Program for poverty alleviation,more than 2000 people were successfully moved out of the mountains Beautiful rural construction,cultural benefit project and many other programs,greatly enriching the spiritual and cultural life of the masses.Today's Shexian County,rural infrastructure has been greatly improved,the happiness index of the masses is rising.
【Poverty alleviation in Shexian County is based on unity and cooperation】
Shexian County is known as ‘Confucianism in southeast’,it is the birthplace of Huizhou merchants,we have always maintained the fine tradition of ‘people helping to do great things’.We have fully mobilized all sectors of society to carry out point-to-point and face-to-face assistance to poor villages and poor households.For example, Lu Fucai, the boss of the enterprise who is working outside, is concerned about his hometown,resolutely returned to the village to shoulder the heavy burden of poverty alleviation,turn a barren and backward deep valley into a famous beautiful village.Wu Wanchun, an expert in Chrysanthemum planting, provides free technical assistance to poor families,the annual income of poor households in the surrounding areas will be increased by more than 5000 yuan.Now,more and more social forces are participating in poverty alleviation and promoting poverty alleviation through various ways,helping the people of Shexian County to run for a well-off society in an all-round way.
