我是退役少将威尔伯福斯·穆吉沙，乌干达共和国驻华代理大使。我很高兴有机会介绍我的国家——乌干达，这里被称为“非洲的珍珠”。是一个盛产牛奶和蜂蜜的国家。
乌干达共和国位于非洲的中心，横跨赤道，气候优良，平均气温达26°C。这里有4500多万热情好客的人民，我们常说英语、斯瓦希里语以及其他语言。
中乌两国自1962年10月18日起就有悠久的友好合作历史，2018年两国关系提升，有了更高水平的全面合作伙伴关系，我期待明年迎来的建交60周年。两国关系良好，高层互访不断。我们双边和多边事务合作中，支持彼此的立场。乌中关系年复一年地发展，在双边和多边层面的各领域合作成果丰硕。两国有着相互尊重、平等相待的合作协定。目前，中国是乌干达制造业的最大投资者，是乌干达经济发展的支持者。中国通过贷款、基础设施建设和购买乌干达产品，那些还未进入中国市场的产品也在进行中。
乌干达在过去35年里是一个安全和稳定的国家，从而为投资创造了政治和稳定的社会环境。我们国家有效的宏观经济政策，让经济保持了年均6.5%的增长。我们维持着自由的外汇制度，允许税后利润汇回国内。这里一直在不断改善基础设施，以进一步降低营商成本，中国是这方面的良好合作伙伴。 为减少乌干达与邻国之间交易的时间和成本，我们建立一站式边境点将很快覆盖所有过境地区。乌干达的内部投资回报率目前为13.5%，而且国家劳资关系良好。劳动力既可培训，又能快速适应。为了迅速解决商事纠纷，国家设立了工商法院。提供了零关税待遇安排。由于这里拥有肥沃的土壤、充沛的降雨和充足的阳光，乌干达一年有两次大丰收，但大多数作物可以全年收获。因此，乌干达盛产许多农产品，包括但不限于坚果、芝麻、辣椒、水果、牛肉等。乌干达为农业投资特别是在加工层面的投资提供了许多机会。作为罗布斯塔咖啡的天然产地，乌干达是非洲最大的咖啡出口国，目前正在努力提高三倍产量。乌干达三分之一的国土为淡水覆盖，是许多美味鱼类品种的来源。鱼类加工是投资的“处女地”。乌干达几乎所有的水域都可以用来养鱼。乌干达拥有大量的动植物资源，包括非洲五种代表性的野兽、爬树狮子、世界上50%的山地大猩猩和许多野生动物资源， 散落在这个国家的各个区域，如下图所示:乌干达拥有许多矿产，其中包括石油和天然气、金、铁、铜、钛、铀等为采掘性投资提供了许多机会。
I am Maj Gen (Rtd) Fred Wilberforce Mugisha, the acting Ambassador of the Republic of Uganda to China,I am gratified by the opportunity to present about my country Uganda, The pearl of Africa. A country that flows with milk and honey.
The Republic of Uganda is situated at the heart of Africa,astride the Equator、and has the best climate with average temperatures of 26°C.The country has a population of 45 million (Est) very warm and welcoming people and uses English and Swahili among other dialects.
Uganda and China have a long history of friendship and cooperation dating from 18th October 1962,and in 2018 the relationship was elevated to a higher level of comprehensive cooperative partnership and are looking forward to celebrate 60 years of diplomatic relations next year.Excellent relations between the two countries have seen regular and consistent exchange of high level visits. Cooperation on both bilateral and multilateral matters that include supporting each other’s positions at the highest levels of multilateral discourse.Relations between Uganda and China have grown in strength year after year as evidenced in fruitful engagements in many areas of cooperation at both bilateral and multilateral levels. The two countries have several pacts of cooperation with mutual respect and equality.Currently China is the biggest investor in the Ugandan manufacturing sector,supporter to Uganda’s economic development through loans, infrastructure development and purchase of Uganda’s products is also in the pipeline for those not yet in the Chinese market.
Uganda is a secure and stable country now for the last 35 years thus creating a politically and socially stable environment for investment. The country has effective macro-economic policies that have maintained economic growth at an average of 6.5% per annum. She maintains a liberal foreign exchange regime and allows repatriation of profits after tax.The country is consistently improving infrastructure to further ease the cost of doing business and China has been a good partner in this endeavor.Establishment of one stop border points to reduce on time and cost of transacting between Uganda and neighboring states will soon cover all crossing areas.The internal rate of return on investment in Uganda is currently at 13.5% and there are no labor tensions in the country.The workforce is both trainable and fast adaptable.The country has instituted commercial and industrial courts for quick resolution of business conflicts. The policies provide for access to regional and international markets including China under the zero-tariff treatment arrangement.Blessed with fertile soil,good rainfall and sufficient sunshine,Uganda has two main harvests in a year but most crops can be harvested throughout the year.Therefore many agricultural products are available in the country including but not limited to nuts, sesame, chilies, fruits, beef etc.Investment in agriculture especially at the processing level offers many opportunities in Uganda. The natural origin of Robusta coffee,Uganda is the biggest African exporter of coffee and is working to improve production threefold.With a third of the country covered with fresh water bodies,Uganda is the source of many and very tasty fish varieties.Fish processing is virgin space for investment. Almost all Uganda’s water bodies can be used for fish farming.Uganda is endowed a lot of flora and fauna including the big five, tree climbing lions, 50% of the world’s mountain Gorillas and many wildlife resources found in different parts of the country as the map below indicates:Uganda is endowed with many mineral deposits These include oil and gas, gold, iron,copper, titanium, uranium, etc that offer lots of opportunities for extractive investments.
