魅力天柱、皖源潜山。大家好，我是安徽省潜山市委书记张劲松，今天，非常荣幸向大家推介精准扶贫的“潜山故事”。
时间回到2018年，这一年，是载入潜山史册的一年，潜山高质量实现脱贫摘帽，并在全国第一家以旅游特色获批撤县设市，摘掉了贫困县的穷帽子、戴上了县级市的新帽子。奋斗的历程充满艰辛、扶贫的故事令人难忘。
【走进潜山，最先的感觉是“美丽的风景”】
潜山是国家生态文明建设示范市、中国天然氧吧，天柱山是世界地质公园、国家首批风景名胜区、5A级旅游景区。境内还有17家3A级以上景区点缀在皖水潜山之间，“最美乡村在潜山”的旅游品牌走向全国。生态是潜山发展的最大优势、也是旅游扶贫的最优资源，旅游业带动8000余户贫困户脱贫致富。
【潜山扶贫，最大的感受是“乡村的蝶变”】
脱贫攻坚带来了乡村基础设施和群众生活的巨大变化。农村道路基本实现“户户通”，安全饮水全覆盖。通过危房改造、易地搬迁、美丽乡村建设，全面消除了农村危房。特别是贫困户人均收入，从2014年的2300多元提高到2019年12000多元。
【潜山扶贫，最多的感触是“带富的产业”】
一项产业可以改变一个村，一人就业可以脱贫一个家，瓜蒌产业是潜山脱贫致富的重点产业。潜山是瓜蒌原产地，是全国最大的种苗供应、产品加工销售基地。槎水镇有个贫困户是聋哑人，外出务工难，生活拮据。但他勤劳肯干，学习栽培技术，种植了6亩瓜蒌，实现年增收2万多元，2017年顺利脱贫。同时，潜山因地制宜，创新打造“20分钟就业圈”，通过建设和串结扶贫驿站、扶贫车间，让贫困群众在20分钟里程内就近就业，让贫困户在家门口有事做、有钱赚，能脱贫、能致富。
【潜山扶贫，最深的感动是“一线的干群”】
在潜山脱贫攻坚战场，千名干部下基层、万名干部大走访，驻村帮扶的潜山模式在全国推广。全国人大代表、黄铺村党委书记王绍南，以提升组织力为重点加强党的建设，以发展集体经济、建设美丽乡村为抓手，探索抓党建促脱贫攻坚、促乡村振兴“一抓双促”的“黄铺经验”，让一个“负债村”变成了“富裕村”。残疾青年黄勇，凭借独到的商业眼光、很早就从事电商行业，不但自己脱贫致富，还带动全国的病友和贫困户一起创业就业，荣获全国脱贫攻坚奋进奖。
【脱贫摘帽不是终点，而是新生活新奋斗的起点】
潜山积极探索脱贫攻坚与乡村振兴衔接的新路径，以产业振兴为突破口，建设环潜水河乡村振兴试验区，争创全国全域旅游示范区，打造长三角生态健康后花园，奋力书写高质量发展的潜山篇章！

This year has been recorded in the history of Qianshan,Qianshan was out of poverty in high quality.It was the first county approved to be removed from the county city by characteristic tourism.It has removed the hat of poor county,worn the new hat of county-level city.The course of struggle is full of hardships,The stories of poverty alleviation are unforgettable.
【Walking into Qianshan, the first feeling is ‘beautiful scenery’】
Qianshan is National Ecological Civilization Construction Demonstration City,China natural oxygen bar,Tianzhu Mountain is a World Geopark,the first batch of national scenic spots,5A tourist attraction.There are also 17 scenic spots above 3A level.The tourism brand of ‘the most beautiful countryside is in Qianshan ’ is going to the whole country.Ecology is the biggest advantage of Qianshan’s development,it is also the best resource of poverty alleviation tourism, Tourism drives more than 8000 poor families out of poverty.
【Qianshan poverty alleviation, the biggest feeling is ‘the change of the countryside’】
Poverty alleviation has brought great changes in rural infrastructure and people's lives.Rural roads are basically accessible to all households,full coverage of safe drinking water.According to renovation of dilapidated buildings,relocation, beautiful rural construction,the dilapidated houses in rural areas have been completely eliminated.Especially the average income of poor household,has increased from 2300 yuan in 2014 to 12000 yuan in 2019.
【Qianshan poverty alleviation, the biggest feeling is ‘industries make people rich’】
An property can change a village.One employed person can make a family get rid of poverty. Gualou industry is the key industry to get rid of poverty and become rich in Qianshan.Qianshan is the origin of gualou,it is the largest seedling supply, product processing and sales base in China.Chashui town has a deaf-mute poor household,It is hard for him to work outside and he is poor,but he is hardworking.He learns cultivation techniques,plants 6 mu of gualou.He has achieved an annual income increase of more than 20000 yuan.He has got rid of poverty in 2017.Meanwhile, Qianshan adapts measures to local conditions,creates "20 minute employment circle" through innovation.Through the construction and linkage of poverty alleviation stations and workshops,let poor people find jobs nearby within 20 minutes,let the poor families have jobs and make money nearby,they can get rid of poverty and become rich.
【Qianshan poverty alleviation, the deepest moving is ‘the group of front line cadres’】
On the battlefield of poverty alleviation in Qianshan,Thousands of cadres went down to the grassroots level and 10000 cadres interviewed,The Qianshan model of village assistance has been promoted nationwide.Wang shaonan, deputy to the National People's Congress and Secretary of the Party committee of Huangpu Village,strengthening the construction of the party with the focus on enhancing the organizational strength,taking the development of collective economy and the construction of beautiful countryside as the starting point,exploring the party building and promoting poverty alleviation,the "Huangpu experience" of Promoting Rural Revitalization with "one focus and two promotion",turning a "debt village" into a "rich village".Disabled youth Huang Yong,with unique business vision,he has been engaged in e-commerce for a long time,Not only he get rid of poverty and become rich,but also led patients and poor families across the country to start businesses and find jobs,won the national poverty alleviation and Improvement Award.
【Poverty alleviation is not the end, but the starting point of new life.】
