“秀水泱泱，红船依旧；时代变迁，精神永恒”。大家好，我是孙贤龙，来自中国革命红船起航地——浙江嘉兴，是嘉兴市委副书记，今天我要给大家推介的是，嘉兴的乡村振兴战略实施成果。习近平总书记15年前对嘉兴提出了“成为全省乃至全国统筹城乡发展典范”的殷切期望。15年来，嘉兴牢记总书记嘱托，坚定不移推进城乡一体化发展，大力实施乡村振兴战略，取得了一系列令人欣喜的成绩。
【物产丰富 韵味十足的江南水乡】
嘉兴是浙江省份量最重的“米袋子”；也是上海的“编外菜园子”。这里不仅有驰名中外的五芳斋粽子，也有中国“十大名李”之首的槜李、菱中珍品南湖菱，还有桐香猪肉、平湖糟蛋、杭白菊等著名特产，区域公用品牌“嘉田四季”深入人心，农业现代化水平位居浙江省前列。这里是7000年马家浜文化发源地，既有乌镇、西塘等水乡古镇，也有梁家墩、潘家浜、王祥里等颜值与气质并存的美丽乡村；这里名人辈出，诞生了茅盾、丰子恺、金庸、徐志摩等名家大师，形成了越韵吴风、崇文厚德、勤善和美的人文氛围。
【全国城乡差别最小的城市】
在嘉兴，农民收入已经连续15年居浙江省首位，农村生活可以赛城市：比如每个村都通了公交，所有乡镇开车15分钟就能上高速；义务教育学校标准化率达到100%，农村孩子在家门口就能上好学校；医联体（医共体）也实现了全覆盖，农民可以就近享受大医院专家服务；城乡公共文化服务体系全国示范，大家在村里就可以借阅到全市的图书；养老、医疗、救助等社会保障都是城乡均等，保障水平已经走在浙江省前列。
【农村改革的先行者】
在嘉兴,“红船精神”流淌在所有人的血脉中，已经成为推动农业农村改革发展的不竭动力。我们率先探索农村集体产权制度改革，让老百姓知道自己在村集体中有哪些权益和具体份额，共享改革红利；我们在全国首创农业经济开发区发展模式，推动现代农业转型升级，实现了一二三产业融合发展；我们在全国率先推出了“三治信农贷”，老百姓的产权证书可以拿来贷款，在村里的口碑也可以作为贷款的依据；我们在全国率先探索“飞地”抱团新模式，发展壮大村级集体经济，98%的村收入超过100万元；我们在全国首创低收入农户持股增收模式，使他们每年都能获得稳定的分红收益……
【“三治融合”的发源地】

I am from the place where the military of revolution set sail, Jiaxing in Zhejiang Province. I am the Deputy Secretary of the CPC Jiaxing Municipal Committee. Today I want to show you the outcome of the implementation of village vitalization strategy in Jiaxing. 15 years ago, President Xi has shared his hope to Jiaxing to become a role model of coordinating urban and rural development in the province and across the nation. For 15 years, Jiaxing remembers deeply the entrustment from President Xi, persistently pushes forward with the development of urban and rural integration, implements the village vitalization strategy in full swing and receives continuous and exciting outcomes.
Jiaxing is the most important “rice bag” of Zhejiang Province and also the “complementary vegetable garden” of Shanghai. Here there is not only the well-known Wu Fang Zhai traditional rice pudding, but also the head of China “Top 10 Famous Plum”, Zui plum and the treasure of water caltrop, Nanhu water caltrop. There is also Tongxiang pork, Pinghu pickled egg, Hangzhou white chrysanthemum and other famous local products. The regional public brand “Jia Tian Si Ji” goes into the heart of people. The modernized level of agriculture is in the front rank in Zhejiang Province. Here it is also the cradle of Majiabang culture dating back to 7000 years ago. There are Wuzhen, Xitang and other ancient water towns, but also Liangjiadun, Panjiabang and Wangxiangli which have both good appearance and extraordinary aura. Here many famous people came forth Mao Dun, Feng Zikai, Jin Yong, Xu Zhimo and other great masters were born here. Yue and Wu styles, the appreciation of literacy and great virtue, the social atmosphere of diligence, kindness, harmony and beauty have appeared.
In Jiaxing, the income of farmers have continuously ranked first in Zhejiang Province for 15 years. The suburban living condition is comparable to the urban area. For example, every village has public transportation. It takes only 15 min to get on the highway in all villages. The standardization rate of nine-year compulsory education school reaches 100%. The kids from the village can go to good schools near their homes. The medical treatment alliance system has covered the entire suburban area.
Farmers can enjoy the services from doctor experts in big hospitals at hands. Urban and rural public culture service system plays an exemplary role in the nation. Everyone can borrow books from the whole village. Caring service for the aged, medical treatment, salvage services and other social assurance systems are all covered in the city and village area. The assurance level ranks top in Zhejiang Province.
In Jiaxing, the “spirit of revolution”lives within everybody. It has become the continuous energy to push forward with the reform and development of agriculture and village. We take the lead in exploring the reform of rural collective property rights system, let people understand their rights and specific shares in the village collective and share the welfares from the reform. We are the first in the nation to create the agricultural and economic development district model. We push forward with the upgrade and transformation of modern agriculture. We realized the integrative development of primary, secondary and tertiary industries. We were the first to implement “three rules, agriculture loan”. People’s document of titles can be the mortgage for the loan. The reputation in the village can also be the reliable information to consider for the loan.We were the first to explore the“Feidi”grouping new model, develop and enhance the village collective economy. 98% of the village income exceeds one million RMB. We were the first to create the low-income peasant household shareholding income model, so that farmers can receive constant shares every year.
Jiaxing was the first to create the integration of autonomy, rule of law, rule of virtue, a new grass-root society management model. It was written in the report of the 19th National Congress of the Communist Party of China. Here the villages have set the village regulations and non-governmental agreements. The civilization of village becomes a trend. Every village has built people’s council, leader’s council in realization of civil affairs decided by people, civil affairs addressed by people and civil affairs managed by people. Every village has built with the people’s political council, virtue judgment panel and civil affair service group, in realization of “working together”, “judging together” and “managing each affair by people”.
